This project supports the administration and coordination of Louisiana’s Traffic Records Coordinating Committee (TRCC) through LSU’s Center for Analytics & Research in Transportation Safety (CARTS).

The TRCC Program Manager will oversee all TRCC activities, including strategic planning, stakeholder coordination, project development, and performance monitoring. This effort ensures continued progress toward improving the timeliness, accuracy, completeness, uniformity, integration, and accessibility of Louisiana’s six core traffic records systems.

The project supports compliance with NHTSA requirements and provides the organizational structure necessary to guide Louisiana’s traffic records improvements through data-driven decision-making and cross-agency collaboration.

This project supports the continued enhancement, maintenance, and expansion of Louisiana's eCrash system — the state's primary electronic crash reporting platform — through a subgrant with the University of Alabama's Center for Advanced Public Safety (CAPS) and the Alabama Transportation Institute (ATI).

Enhancements will focus on improving crash data quality, system functionality, and user experience for law enforcement agencies statewide, while maintaining alignment with Model Minimum Uniform Crash Criteria (MMUCC) standards and evolving federal requirements.

The project supports Louisiana's ability to produce high-quality, timely, and accurate crash data for traffic safety analysis, policy development, and roadway improvement initiatives, sustaining a system used by nearly all law enforcement agencies in the state.

This project provides an ICD-10 coding refresher course for trauma registry registrars and nurses at Louisiana's 14 trauma centers, delivered through a contract with Pomphrey Consulting.

The course focuses on the ICD-10-CM chapters covering injuries that meet national trauma inclusion criteria, helping registrars maintain proficiency in trauma coding as required every five years.

The effort supports continued accuracy and completeness of data submitted to the State Trauma Registry, with the goal of maintaining or improving the current low (3%) unspecified-diagnosis rate as new registrars are hired.

This project continues a long-running partnership between LHSC, LATRCC, Northwestern University Center for Public Safety, and the Louisiana State Police to train officers in crash investigation and reconstruction.

The program equips Louisiana police officers with core and advanced skills — from at-scene investigation and vehicle dynamics through heavy vehicle reconstruction and drone/sUAS operations for crash documentation — while offering continuing education to previously trained officers.

By improving the accuracy and consistency of crash reporting, the project supports better-informed traffic safety decisions, more effective resource allocation, and reduced roadway fatalities statewide.

This OMV project addresses data errors in Louisiana's driver license "pointers" within AAMVA's State-to-State (S2S) Verification Service, which helps ensure a "one driver – one record" standard across states.

The project adds two permanent staff positions dedicated to correcting broken and duplicate pointers, supplemented by overtime work, to resolve an estimated backlog of over 34,000 pointer errors.

By improving the timeliness, accuracy, and completeness of driver data, the project helps keep unqualified or dangerous drivers from holding valid licenses, supporting Louisiana's broader traffic safety goals.

Contractor/sub-grantee will recruit ambulance providers in the state to collect and electronically submit National Emergency Medical Services Information System (NEMSIS)-compliant injury surveillance crash data to LERN on a regular basis in order to improve the completeness of the injury surveillance/EMS system. Focus this year will be on continued conversion to NEMSIS version 3.5 which includes the Universal Unique Identifier (UUID). The UUID is critical to being able to link EMS injury data to hospital data, providing outcome level data related to crashes.

• Duties include working with the EMS providers and the software vendors to setup data collection and submission to the Louisiana State EMS Registry. The contractor also works with EMS agencies on the quality of data submitted. Work with NEMSIS on ensuring compliance and data quality.
