Description

This initiative will focus on improving the timeliness and accuracy of crash data. Projects should help the State receive crash data in a more timely manner and receive more complete and accurate crash data.

  • Funding wireless broadband hotspots for law enforcement agencies

  • Develop interface needed to auto-populate electronic based crash forms with key data items

Execution

  • Providing funds for courts to implement an electronic court management system to ensure accuracy, completeness, integration, timelines, uniformity, electronic submissions, and accessibility of traffic court data.
  • Providing funds for training sessions which highlight the benefits of electronically reporting traffic dispositions and review guidelines for reporting moving and non-moving traffic violations, DWI offenses, failing to appear, driver’s license suspensions due to failing to appear, driver’s license class, commercial driver’s license violations reporting time period, hit and run cases, commercial vehicle and hazard material case reporting, drivers improvement course (892.1), Article 893 and 894, and data error correction procedures.

Description

This initiative focuses on improving and measuring data accessibility. Projects should help the State measure and improve the dissemination of crash data to decision makers.

Execution

  • Purchased computer hardware for EMS agencies to reporting data electronically.
  • Providing the Louisiana Emergency Response Network (LERN) funds with funds to hire an EMS Register. This person will be responsible to traveling to the different EMS providers in the state and working with them to begin submitting their data electronically to LERN.
  • Hired a graduate student to meet with different state agencies to identify the different data systems, obstacles to data integration, and possible projects to integrate data elements
  • Provided funds to LA Ambulance Alliance to purchase laptops that were distributed to EMS providers to submit electronic data.

Description

This initiative will focus on capturing, storing, analyzing, and reporting of electronic citation data. Projects should help law enforcement move from a paper based to an electronic citation system.

Execution

  • Initiated an eCitation Committee to help transition Louisiana law enforcement agencies from paper citations to electronic citations.

Description

This initiative will focus on meeting and conference support for TRCC members and TRCC related initiatives. Projects should help the TRCC discuss and promote their goals and objectives.

  • Enhance the [http://datareports.lsu.edu](existing accident reporting tools and trends webiste) designed and maintained by the HSRG at LSU to ensure that site is user-friendly.
  • Hired graduate and undergraduate students to help develop and maintain websites, business intelligence projects, and geographical information system applications.
  • Developed GIS web portal for law enforcement agencies.
  • Administered surveys to obtain user feedback on the progress of data accessibility for crash data.
  • Supporting projects to add roadway data, EMS data from the Louisiana Emergency Response Network, and blood alcohol content (BAC) results from the LSP Crime Lab.

Description

This initiative focuses on enhancing the uniformity of the state’s crash data. Projects should help the State enhance their crash data to be more uniform with MMUCC requirements and the development of new training material.

Execution

  • Purchased computer hardware for multiple law enforcement agencies for reporting crash data electronically.
  • Purchased Wifi hotspots for law enforcement agencies.
  • Purchased crash data retrieval systems for law enforcement agencies to assist with retrieving critical crash data such as occupant restraint, braking, throttle position, and speed prior to a crash.
  • Purchased and distributed GPS devices (USB and handheld) to increase latitude and longitude coordinates received on crash reports.
  • Purchased and distributed card swipe devices to increase driver license information received on crash reports.
  • Supported a longitudinal pilot study to evaluate the effectiveness, accuracy, and timeliness of motorcycle officers collecting crash data information using paper crash reports and a digital pen. The crash data will then be electronically transmitted from the digital pen to the state's crash data.
  • Initiated a project to receive OMV data to help increase data accuracy by validating driver and occupant information supplied by law enforcement in their crash reports.
  • Hire graduate and undergraduate students to perform data audits on crash reporting information to help identify common problems.

Description

This initiative focuses on capturing, storing, analyzing, integration and reporting of injury surveillance data. Projects should help the State identify how to capture and integrate injury surveillance data with crash data.

  • Committee to identify the different data systems, obstacles to data integration, and possible projects to integrate data elements
  • Projects to help build/support statewide standards and data collection of EMS/injury surveillance data
  • Projects to integrate EMS/injury surveillance data with crash data

Execution

  • Developed multimedia iPad application and interactive website of Louisiana's Traffic Crash Report Manual. The ipad application can be found by search 'LATCRM' within iTunes and to access the interactive website visit http://latcrm.lsu.edu.
  • Initiating a Crash Report Committee to determine what additions/modifications to the current Louisiana Crash Form and Manual, developed in 2005, are needed.
  • Completed Model Minimum Uniform Crash Criteria (MMUCC) Mapping to identify data elements within the Louisiana Crash Report that meet or do not meet the minimum, standardized data set for describing motor vehicle crashes and the vehicles, persons and environment involved.

This initiative provides a unified roadmap to improve traffic records systems across Louisiana. It sets clear goals and actionable projects to strengthen data quality, accessibility, and integration—giving stakeholders reliable information to guide traffic safety decisions.

Execution

  • TRCC Administration (LSU CARTS): Funds a full-time Program Manager to coordinate Louisiana's TRCC, achieved through regular committee meetings, strategic plan updates, stakeholder training, and maintenance of the statewide Data Governance and Accessibility Matrices.
  • eCrash System Enhancement (CAPS/ATI): Improves the accuracy, completeness, and usability of Louisiana's statewide electronic crash reporting system by expanding data validation checks, refining automation and diagramming tools, and integrating eCrash with EMS, roadway, and driver data.
  • LERN EMS Data Contractor: Increases the completeness and uniformity of EMS injury data by recruiting more ambulance providers to submit electronic reports and converting all agencies to the NEMSIS 3.5 standard, enabling a unique patient identifier to link crash, EMS, and hospital records.
  • LERN ICD-10 Refresher Course: Improves the accuracy of trauma registry data by providing ICD-10 coding education to registrars and nurses at all 14 Louisiana trauma centers, keeping injury coding consistent and error rates low.
  • Northwestern University Crash Investigation Training: Enhances the accuracy of crash report data statewide by training Louisiana law enforcement officers in crash investigation and reconstruction techniques, from at-scene basics through advanced courses like drone-assisted reconstruction.
  • SPEXS Driver Record Correction (OMV): Improves the accuracy and integrity of driver license data by adding dedicated staff to identify and correct duplicate or broken data "pointers" in the national State-to-State driver verification system, supporting a "one driver, one record" standard.
